Zaroff is such a flat character and this is an escape-type story so the reader knows that there will be some final confrontation. That said, Zaroff could never take the chance of letting Rainsford go because that would threaten Zaroff once Rainsford told people about the island. I think Zaroff, the antagonist that he is, was lying about letting Rainsford go.
