Newt suggestion was to give Thomas one day in the jail then starts to get trained as a runner with Minho after newt said his suggestion everyone agrees on it except for Winston and gally(of course) in my opinion newt's suggestion was the best because he is being fair he gets a punishment for breaking a rule and gets a prize and be a runner
