how do they pick the runners

In Chapter 15, Thomas asks if there is some kind of test to become a Runner. Newt stops him and says that a Runner has to be smarter, stronger, and faster than everyone else. A Runner needs to be bold but not reckless, decisive, and not easily frightened.
