Old Man Warner says this. It is the only clue as to why the Lottery takes place. It would seem that the Lottery was used as a sacrifice to appease Gods for good crops.

When they brutally stone Mrs. Hutchinson to death, they use her dead body (in some form) to fertilize the ground for their crops. As Old Man Warner says, "Lottery in June, Corn be heavy soon."
