What event (of her time period) is Shirley Jackson mocking in "The Lottery"?

I personally don't think Jackson is mocking anything. The Lottery was written shortly after WWII, and in my opinion questions the integrity of a people who can stand by and watch (or participate) in horrific atrocities without saying a word.
