Percy could only stay in Cabin 11 because he was considered "undetermined". All newcomers were assigned to Cabin 11 until their parentage was determined. Percy will soon learn that he is Poseidon's son.
"You're undetermined," Luke explained patiently. "They don't know what cabin to put you in, so you're here. Cabin eleven takes all newcomers, all visitors. Naturally, we would. Hermes, our patron, is the god of travelers."
