What does Kemp mean when he says that the Invisible Man “has cut himself off from his kind”?

Kemp is organizing a search-and-destroy posse, advocating a lynch mob to attack the invisible man. Kemp describes the invisible man as someone who has turned on humanity and now exists as an enemy to man. I believe the quote has is a Biblical allusion.
