They are called "mutts" not "wolfmutts". The psychological impact on tributes when they see a *****MUTT***** is that they are the same tributes that died either in the bloodbath, or out in the woods. It's also because the Gamemakers took the tributes' DNA and mixed it up with a mutt that looks like a large wolf.
