The Hunger Games

Why does Katniss say that leaving the district, runing off, and living in the woods is "preposterous"?

From The Hunger Games by Suzanne Collins, Chapter One.

Is it because of her obligations to take care of her family, after he father died?

She had to take care of her mother and little sister. She could not let them down.
