i forget what chapter but i can recall that katniss got mad at peeta because he said he has an undying love for her Thats how the star crossed lover thing happened

I can't recall the chapter but it is worth considering that Katniss is just trying to stay alive let alone worry about a romance. She is also conflicted about her feelings for Gale.

Katniss didn't think that was a good choice and she just thought that it wasn't his place to say those things when she just recovered from volunteering for her younger sister.
