What is a tessera? How does it put the cerain people at a disadvantage?

Tessera  are tokens worth a meager year's supply of grain and oil for one person. If a family is poor a child can put their name up additional times for the reaping as Gail has done. Of course these people are at a disadvantage because there is more chance for their name to be picked.
