What events led to the Hinger Games, and what purpose are the games meant to serve?

Panem becoming the capitol and subjugating the population into districts began the Hunger Games. The games are a reminder to the people of Panem that they at the mercy of the Capitol. It was a yearly reminder that the Capital was still taking children from districts and sacrificing them for the enjoyment of the Capitol.
