The Hunger Games

Please help to answer this question.

The citizens of Panem complacently accept to involve their children in such violent games. What stops them from protesting or reacting against such horrific pracrice? How does Katniss manage to oppose this tradition and win the games without attacking others?

The parents are complacent... Katniss experienced life with a father, who taught her to be independent... even after she lost him, he continued to influence her actions.
