In Chapter 3, what does Effie mean when she states that, "your mentor has a lot to learn about presentation. A lot to learn about televised behaviour"? To Katniss and Peeta

Is she trying to state that, when everything was being televised, Haymitch should have acted in a more presentable, acceptable manner, instead of the way he acted when he came out drunk on stage, hugged her, and then passed out?
