How was the riot after Rue died in the Hunger games rebellious?

Question

As a response to Rue's death a riot in district 11 started. How was that rebellious? (it obvi was I just need more reason on why it was)

Rue represents innocence. She is also linked to Katniss who is a symbol of rebellion.

Huh. Never really thought that much but know to think of it...

The distict knew that the capitol is responsible for all the deaths from their district so they joined the rebellion against the capitol.
