How is Panem (the setting of The Hunger Games)

Panem Is thought to be the last living civilization In The Hunger Games. It encompasses twelve districts. Most of these districts live in poverty to support the ultra rich Capital City. People in the capital live a life of luxury at the expense of most of the population who live in the impoverished districts. The Capital holds The Hunger Games for entertainment. This is what makes the book a dystopia.
