Chapter 11: What prevents Katniss from being unable to retrieve the "silver sheath of arrows and a bow"?

Katniss doesn't get started quickly enough when the gong strikes because she is distracted by Peeta. Thus, rather than make a run for the Cornucopia, she grabs a backpack and flees into the woods.
