What is the tone of the author as he describes the practices of the nuns at Yambuku Hospital on pages 77-78

The author's tone is matter-of-fact. He doesn't sound alarmed, appalled, or upset by the way the nuns go about their business.... he doesn't have to. As readers, we're the ones who are appalled at the conditions in the hospital.
