Why doesn't Mabel stay with her sister, Lucy?

I don't think this is ever stated but it seems Lucy does not really want her to stay with her.

Lucy had written to her saying that she can come stay with her, though. I cannot seem to find an answer myself.

I see that in the story but I'm only speculating that perhaps Lucy did not mean it.
