Why does Gandalf want a burglar rather than a hero or a warrior to accompany the dwarves on their adventure?

Gandalf scratches a sign on Bilboe's door to indicate to the dwarves which house they are meet in.

Actually, the dwarves really wanted the burglar; they needed someone stealthy to help them steal back their treasure from Smaug.
