The meaning, of course, is that Gatsby seems very restrained and in control of his emotions. Tom, on the other hand, seems "out there" emotionally, although not necessarily with Daisy. He is so materialistic, and he seems to think that he can browbeat others and behave in truly hedonistic ways. Gatsby's facade would suggest that he never "emotes" regardless of the situation.
