I think Rex Walls is complex. He is largely on the villain side because he is so negligent as a parent. He must have, on some level, understood the abuse his lifestyle and parenting was putting on his children. His consistent promises of security and a "glass castle" are nothing more than the empty ramblings of a negligent father.
