Explain why it was so difficult to get rules changed in the community.

It takes years for the rules to be reviewed let alone changed. Changes are put forth to the committee, who then oass the requests to an adivisory board who will study the proposed changes. By the time the reports get back to the committee, no one remembers what has been proposed.
