Reef expected a list of rules that began with the words "do not". He was surprised to see that these words did not precede even one of the rules.... that the rules were expectations..... the things you should do, rather than the things you shouldn't. The rules demanded responsibility rather than merely threatening to be punitive. Reef was not used to rules that demanded personal effort and responsibility.
