Why does the speaker say what he does to little Tom Dacre in line 7-8? What is he trying to do?

Children were sold into near slavery cleaning chimneys. Shaving children's heads made it easier to do the job rather than getting soot in their hair. The speaker is trying to cheer the boy up and offer practical advice.
