Can you give a reason why the Canterville ghost has never seen a ghost before?

I think he was the only ghost in the house. In Chapter Three of "The Canterville Ghost," the Canterville ghost gets an unexpected surprise when he meets with another ghost in the house. He sees it as a "horrible spectre" because he had not encountered a ghost before.
