Why?

why Pavel couldn't defend themselves when Kotler started beating him?

If Pavel had defended himself he would have been killed immediately. Either Kotler would have beaten the man to death, or he may possibly have been hung. Either way, Pavel was a prisoner and defending himself was not an option.
