How does the author make the reader dislike kotler

There is not much to like about Sergeant Kotler. He is rather creepy around Bruno’s younger sister Gretel, he flirts with Bruno's mother, he beats Pavel and Shmuel mercilessly..... There is nothing redeeming about Kotler's personality.
