Why does Tom write anonymous letter

Tom writes the anonymous letters primarily to make everyone who receives them nervous. His main goal is to stir up trouble, as usual. Specifically, he puts one letter on the back of a slave's neck that instructs his "owners" to watch out for robbers who aim to steal the slave.
