Why is Fudge so troublesome in Chapter 10?

In Chapter Ten, Fudge's behavior is as bad as it gets. In doing this, however, the author illustrates Peter's growth and maturity... his ability to handle responsibility, all while showing the reader that Peter's parents have noticed the change also.
