One of the outstanding characteristics of Hamlet is his inability to make decisions, particularly ones that require action. He famously considers suicide as he contemplates the fact that he believes his uncle killed his father and married his mother, but he worries about what might happen after he dies and goes wherever people go after they die.

He cannot figure out why Ophelia has been acting differently towards him and spurning his advances and he rails against her, going back and forth between professing his love and denying it vociferously.

It takes nearly the entire play for him to come up with the resolve to do something about what he believes is his father's murder.
