What is the purpose of the Scythedom? in the book scythe by Neal

The Scythedom was created to aid the humankind as well, to enable the humanity to prosper, but in differently than AI. They are the enactors of the necessary death and without them, humanity would perish because of overpopulation. People who become scythe are those who have a high degree of empathy, but it still is their job to randomly choose another person to end their lives. And, as it is the human nature, some grow desensitized to the act, and even grow to enjoy it, seeing themselves as Deities, because they are, after all, put in a position of having power over lives of other. Despite Goddard being the antagonist of the story, he is a very possible antagonist, even an encouraged antagonist by the system that created him.
