This line from Act II, Scene 2 represents a METAPHOR spoken by Juliet after she realized she had fallen in love with a Montague. What she means is she fell in love with the person before she even knew his name, and he's still the same person with the same good qualities regardless of his name.

"Rose"

Juliet is referring to Romeo's name, inferring that a name does not make a person. This is in refernce to the Montague name.
