Victorian society was largely patriarchal. Women, depending on their class, were given social roles to carry out. Liza was a poor flower seller and considered low on status. She would have been expected to marry someone else that was poor and raise poor kids. Higgins's mother was a matriarch simply because she came from high class money and has enjoyed a life of privilege.
