In chapter 16 what part of Roxy plan does Tom not follow? When does she realize it?

Tom sells his mother and promptly betrays her. He claims that he is selling her to a kindly slaveholder in the area but in reality he sells her to a planter from Arkansas. It looks like Tom has no intention of buying her back in a year.
