Because Satan will never be the same as God, becasue God is the higher power and Satan might know the nature of God's rule . But he will never own up to it and admit he will never feel that power , the one God has. And because also Satan rules the underworld and never will rule the Nature of God's Rule, He is not faithful enough to do so.
