What happens in Chapter 10 when it says about checking the B.C.G.?

In chapter 10 it says about checking the bcg. What did that entail and why did they look at the boys' penises

The boys were very nervous because they were being checked for B.C.G. marks..... marks left by the vaccination for polio. The boys were examined by nurses, and they were extremely embarrassed by the fact the women checked their privates during the examination.
