Who did the balance of power shift to, Ralph or Jack, after Sam and Eric spotted “the beast”?

The balance of power shifts to Jack. Jack realizes that it is in his own best interest that the boys believe there is a beast. He uses the idea of a beast on the mountain to paint Ralph as a coward. Jack convinces the other boys that only he can offer protection against the beast.
