What do the boys think they should make?

In Chapter 2 they want to make a fire. I'm not sure how chapter 1 fits in here. In chapter one they want to elect a chief but I'm not sure that is what you mean.

in chapter 1 piggy talks to ralph about getting to know the names of all the other survivors and making a list. he also mentioned that they should have a meeting.

in chapter 1 the boys (piggy and ralph) want to see if there are any other kids on the island. They find the conch and blow it to see if anybody will come
