what are ralphs feelings on meetings?

This depends on where in the book you mean. By the middle of the book, Ralph is quite fed up with meetings. Nothing goes well because few boys take them seriously. They decide on things but do not follow through. The Littluns are distracted and serious points are turned into comedy.
