In the Epilogue, Marcus is charged only with stealing Masha's phone. All charges of electronic terrorism and inciting riots were dropped. He is sentenced to serve three months in a day release program at a halfway house for juveniles. Barbara calls Marcus to let him know that they are letting Carrie Johnstone, who he had known only as the severe haircut lady, go free. She is being returned to active duty and sent to Iraq. The tribunals set up to ensure that those who were guilty in the Treasure Island incidents were punished fail. The government suggests that those who feel they still have a need for further justice should file a civil lawsuit. There are more than 20,000 civil lawsuits filed.
