The book's title is definitely a nod to George Orwell's seminal novel 1984 which features the mustachioed picture of Big Brother watching everybody. Instead of a single "Big Brother" that's watching everyone, the Xnet is filled with many "Little Brothers" who "watch back against the Department of Homeland Security's antiterrorism measures, documenting the failures and excesses." It is like an updated hi-tech revolt against the system. Mainstream news carries only what the state wants people to know hence the "little brothers" are not covered. The state doesn't want to appear vulnerable in any way.
