King is speaking to the fact that he believed good-faith negotiations were the first step in initiating change. Two sides, coming together, and discussing things in an honest way. He also believed that if one side broke the promises made in negotiation.... negotiations should reopen. King's beliefs, as put forth in the letter, are as follows;
• Two-sided negotiations, with both sides having equal power
• Negotiations must be in "good-faith"
• Both participating parties must agree to adhere to the results of negotiations.
• If negotiations break down, action may be taken, with the purpose of getting back to the negotiation table.
