The soothsayer's appearance and interaction with Caesar is an example of dramatic irony. Caesar's comment that the Ides of March have come (meaning he is still alive), countered by the soothsayer's declaration that the Ides of March are here.... is ironic. We see this in its entirety when the conspirators carry out their plan of assassination.
