In Scenes 2 and 3, was Julius Caesar more motivated by personal rivalry or by the concern for the future of Rome?

In my opinion, Julius Caesar was motivated by both..... he was genuinely concerned about the citizens of Rome and had their interests at heart. He also loved control and intended to rule as emperor. Would the limitations he set on his position have been adhered to? We don't know. He was assassinated before his historical journey came to its own natural conclusion. None-the-less, he chose to forgive his rivals, as well as oling out their punishments. He regretted the deaths of great men.... men her considered friends.
