Dewey's philosophy is generally right on..... feeling relaxed tends to make a criminal feel they're beyond the law. The more time that goes by, the safer the criminal feels, they think that the law is focused on newer, more recent cases, that the heat is off of them. Thus, they stop being quite so careful.
