Why does Department 1-R/Witness Reestablishment Program have to kill Adam when they are suppose to protect Adam?

Adam has been held captive for three years, during which time, he has been interrogated, interrogated, and interrogated again. He is no longer of use to the program, and thus, it is decided that he will be terminated if he doesn't die naturally. Witness Protaction would not want Adam out and talking about his experience.
