5) What does the mufti’s activities indicate about the changing culture in Malala’s homeland?

The Mufti's activities foreshadow the rise of the conservative (fundamentalist) Islamists, and the changes they will bring to the valley. Mufti himself is unscuccessful, but the values he promotes align with others who are coming into power..... others who through violence and fear will successfully implement those changes and take control of the Valley.
