Is the character of James Harthouse a positive or a negative character? Why?

James "Jem" Harthouse is the younger brother of a member of Parliament, Harthouse has agreed to spend some time teaching in the Gradgrind's school. He is lazy and immodest and finds himself tempting Louisa with offers of romance. I wouldn't say he is a positive character.
