What's the meaning of the title of this chapter?

Both Midland and Odessa come out of West Texas in the same oil fields. THey should be similar towns, sisters if you will. Instead the people are very different. THe metaphor being that one sister (Midland) is the well behaved mild mannered sister and Odessa is the rebellious problem sister.
